The article presents a detailed analysis of the life of the prominent representative of the Kazakh intelligentsia A. Turlybayev. Based on numerous sources of Russian archives, it was possible to restore little-known facts from his biography. The formation of A. Turlybayev as a personality began at Omsk gymnasium, the diploma of which was the basis of his further evolution. Subsequently, he entered and graduated from the Faculty of Law of St. Petersburg University. University life is characterized by the formation of his life position, expanding his scientific and educational horizons. In the capital period, Turlybayev established contacts with representatives of the scientific sphere. The service career of Turlybayev began in Siberia. Being an employee of the judicial and law enforcement bodies Turlybayev established himself as an effective employee. At the beginning of the 20th century during the awakening of political activity in the empire Turlybayev is included in the social life of the Siberian region. Later, during the period of the revolution and the civil war, he cooperates with political forces that are oriented toward protecting the political and civil interests of the population. In the mid 30's as a result of unsubstantiated accusations A. Turlybayev was shot. The article gives an evaluation of his activity as an active figure in the political organization of Alash-Orda. The life and fate of A. Turlybayev are an indicator of this man's desire to transform the Kazakh society against the civil opposition in the state.

On the basis of the legislation studying of 20–40th years of the XIXth century and taking into account new theoretical and methodological approaches, the issue of the traditional nomad system’s transforming of the management by the Kazakhs of Orenburg administration in the first half of the XIXth century is considered in the article. The administrative-territorial reforms provided the functioning of the new system of management. The highest stage in the system of military and administrative management by the Kazakh population belonged to Russian State administration, represented by Orenburg governor general and Orenburg boundary commission in the field. The position of the sultan-ruler was classified to the structure of the middle-level authority, distance and aul chiefs, which were represented by the Kazakh people, to the low-level. The liquidation of Khan authority as a consequence of the consistent promotion of Russian structure of the authority in the extensive region led to a substitute of the traditional form of management by the nomads of new system of the administrative-territorial management. There were peculiar symbiosis of traditional nomad and Russian system of the political management by the society and definite merging of two heterogeneous political cultures.

In article is considered as in the second half of the XIXth century in Kazakhstan professional groups of the Kazakh employees educated according to Russian-educational standards who had essential differences from other representatives of the Kazakh society are actually formed.
Administrative-territorial and social-economic changes in the region persistently dictated need of formation of the specialists demanded by time from the local ethnic environment. The development of state-secular model of education is a consequence of this social factor.
The Kazakh aristocracy was a basis of formation of employees group. It is distinguished several aristocratic clans oriented on innovative perceptions and further incorporation with new structure of management: Seydalin, Dzhanturin, Temirov, Nuralikhanov, Valikhanov, Ablaykhanov, Taukin, Babadzhanov, Karatayev, Sultangazin and others.
The natives of sultan and other notable surnames of Younger and Central zhuz under the influence of the parents made a conscious choice in benefit of the military schools which educational status defined in prospect their inclusion in the rank military titulatura dominating in empires.
The most of the Kazakh officers graduated from the Omsk and Orenburg military schools. Some Kazakh managers didn’t have corresponding military and civil education, but by the nature of a post had military ranks.
In the XIXth century by virtue of the political situation which developed in Kazakhstan national and Russian officials mainly had military ranks. In administrative managerial hierarchy of the Kazakh employees remained the rank titulatura with the corresponding assignment of the military ranks emphasizing recognition of merits by the imperial government.
